Question
Has the deadline for the proposal to be submitted changed?
 
Answer

Yes, we have extended the deadline for proposals to be turned in by 2 weeks.

We have received some excellent proposals in this round of the Blue Skyways/CenSARA Request for Proposals. Unfortunately, if we awarded the asking amount to each of our proposals, we would still have funding left over.

So we would like to give you another opportunity to apply for this grant. We will extend our deadline by 2 weeks, asking for the proposals to be turned in by Friday, May 2, 2008. This will set us off of our proposed timeline, so we will notify recipients of their award status on May 30, 2008, instead of May 15. We expect the anticipated start date, August 1, 2008, to remain the same.

Remember, we have $200,000 to give out in awards to states, locals and tribe.

Question
Do all Tribal organizations qualify as 105 eligible entities for this funding opportunity?
 
Answer
Not all tribes are eligible for 105 funding, because part of the requirement to be 105-eligible is to have substantial responsibility for an implementation plan, and not all tribes have sufficient air problems to need an implementation plan. The Act states that to be eligible a state, local or tribal organization must have "substantial responsibility."
 
 
Question
How do I submit my proposal. The RFP states that the application must be submitted electronically via email, but what specifically do I need to do. Do I have to go through grants.gov?
 
Answer

Click here for the Blue Skyways RFP application form. To submit this form, please fill it out and attach it to an email to kburke@blueskyways.org. You don't have to use this specific form, but your submission should include the same information in generally the same order.

Also, you do not have to go through grants.gov to submit an application and you do not have to fill out a SF 424 or any other OMB type forms.

 
 
Question
The RFP states that all technologies used in projects must be on the EPA or CARB list of verified technologies. But it also states that new and unverified technologies can be part of a project. Can you please clarify if it is a requirement that the technology be CARB or EPA verified?
 
Answer

We ask that unless the project’s purpose is to test the new and unverified technology, awardees use only verified technologies.

The requirement of using EPA or the California Air Resources Board certified equipment would be nullified if a project would, for example, focus on testing the effectiveness of a new or unverified technology.

But if the proposed project has a different aim and a need for equipment, only verified technologies will be allowed.

 
 
Question

In the RFP under I. Funding Opportunity Description section A. Summary, the bottom of the second paragraph says "Funding available under this RFP may be used to cover the cost differential between the clean fuel and diesel fuel."

How does this statement fall under the "research, investigation, experiment, demonstration, surveys, and studies," criteria.

 
Answer

Funding to cover the cost differential between clean fuel and diesel fuel can be a "research, investigation, experiment, demonstration, survey or study" as applied in this example:

Last grant cycle, Blue Skyways/CenSARA funded a project through Iowa DNR to study the difference in emissions between different blends of biodiesel. So they are testing B5, B20, B100, etc., on laboratory equipment and also on a working bus. The cost difference between the fuel the bus would normally burn and the “clean fuel” or biodiesel blends, is an allowable cost.
